ENCL. To (1) telegram No.57. Your proposed reply to the first
paragraph would be accurate. Arms seized were nine
cases carried for self protection under specific
license by Harbour Master Hong Kong.
Export of munitions is carefully regulated
and there is no evidence whatever of any going by junk
in the pagt. You will also no doubt bear in mind
decision reported in my despatch "secret six of January
25th.
